On September 21, 2004, the Transportation Security Administration issued a regulation requiring that all non-U.S. Citizen's undergo a background check prior to
receiving flight instruction. As a part of the rule, flight instructors are required to verify a student Citizenship before we can begin flight instruction (except that we do not need to validate citizenship before giving recurrant
