On September 21, 2004, the Transportation Security Administration issued a regulation requiring that all non-U.S. Citizen's undergo a background check prior to receiving flight instruction. As a part of the rule, flight instructors are required to verify a student Citizenship before we can begin flight instruction (except that we do not need to validate citizenship before giving recurrant flight training). As you might expect, the rules are rather complicated and ambiguous.
